Yep, Burgess did claim that martial law had been declared. ” I understand we’re under martial law as declared by the Speaker last night.”

So did David Dreier, and Pete Sessions. If you want, I’ll pull the respective Congressional Records cites for this too, but I don’t know why you’d want them, since this is pure unadulterated BS politicised hyperbole.
The “martial law” they were referring was H. Res. 1514. Full text of the bill follows:
It was passed in House Roll Call Vote 667 by a vote of 216-200. Close, but no cigar. This is a somewhat rare, but not an exceedingly unusual procedural rule change, and is used to quickly push legislation onto the floor.
Now for some deconstruction. The Bill was brought to the floor by the chairperson of the House Committee on Rules, Louise Slaughter, who is obviously NOT the House Speaker. It was passed fair and square in a Roll Call Vote by a majority of House Members. What is your definition of “martial law”?
Additionally, when this first was posted in another namespace I frequent, I did a medium depth datastream dive, using Google, and the search string “Congressional Martial Law” (quotation marks included). What I found was that this is a new attempt to make “Congressional Martial Law” a meme, and all relevant web references occurred after this speech.
