these folks are somehow under the mistaken impression that they have first amendment right to petition for redress of grievances within the offices of the IRS by submitting "handbills" to IRS employees. I am sorry - they don't.

they do on the sidewalks out infront to collect petitions (as long as they keep on moving so as to not infringe on the equal rights of any other individual) and then within collectively owned buildings specifically designated for that purposes (elected representatives office, legislative hall, etc).</description>
